Larry L. Stutler - Executive Director

Mr. Stutler has accumulated over 30 years management experience, including more than 11 years in non-profit administration. Under his leadership organizations have successfully expanded strategic partnerships while significantly increasing internal operating efficiencies. From 1984 to 1999, Mr. Stutler’s work in the Petroleum Marketing Industry led to positions of increasing responsibility, including Division Manager, Motor Fuels Manager, and Vice-President. During that time he gained extensive experience acquiring, developing, and operating retail and wholesale facilities in Delaware, Maryland, Ohio, Virginia, and West Virginia.

With nine years of economic development experience Shelly Adkins is skilled at handling all facets of the client relationship. Previously working in local government, she serves as a valuable liaison to county agencies and is uniquely qualified to assist with all relocation or expansion requirements. Shelly directs all LEDA office operations including financial accounting, grand administration, and loan processing, closing, and servicing. With three children in Lincoln County schools, Shelly remains actively involved in sports, band, and academic endeavors.
